Active duty sponsors must enroll in the program when one or more of the Department of Defense criteria are met in a family member or dependent in accordance with AFI 36-2110, Assignments.

Airmen and Family Readiness Center relocation coordinators may also offer supportive services to Guardians, Reservists, Guardsmen and DoD civilians, but they do not enroll families in the program.
