Capt. John Meier, guest speaker, presents the commanding officer's personal excellence award to Machinists Mate 3rd Class (Nuclear) Brian Hickman during the graduation ceremony of Nuclear Power School class 1601 at Naval Nuclear Power Training Command (NNPTC) on April 22, 2016.
