Primary Care Manager Referral Waivers for Turkey Beneficiaries

In April 2016, the Director of the Defense Health Agency, Vice Admiral Raquel Bono, approved a waiver of the primary care manager referral requirement for Active Duty Family Members (ADFMs) who were stationed in Turkey and evacuated to other worldwide locations.

This waiver, expiring at the end of September, ensured that ADFMs enrolled in TRICARE Overseas Prime and Prime Remote Overseas are able to get health care without a referral from their primary care manager if needed or required. The waiver has been extended until Nov, 30, 2016 to ensure affected beneficiaries who are still enrolled to a PCM in Turkey are aware of the waiver expiration and know how to take action to update their enrollment.

ADFMs that were evacuated from Turkey must update their address in the Defense Enrollment Eligibility System (DEERS) and transfer their enrollment to their new location within 60 days to avoid a break in coverage. If moving from an overseas location to another, they can call their regional call center to update their information and transfer coverage. If moving to a location in the 50  United States and the District of Columbia, they can call their regional contractor.

Family members who reside outside of a Prime Service Area must switch to the TRICARE Standard health plan. Family members who live within a Prime Service Area must update their information and enroll to their new location. If they don’t update their information or enroll in their new location, they will be charged point of service (POS) charges when receiving care. When using the POS option, they pay POS fees in addition to other fees that may be charged by non-network providers.
