Col. Scott D. Haning serves as the Individual Mobility Augmentee to the Deputy Director for the Space Force Medical Operations Directorate, Headquarters Air Force Surgeon General, Defense Health Headquarters, Fall Church, Va. In this role, he manages the development and execution of AF / SGSF aerospace medical operations, policies, partnerships, and programs for 9,000 Guardians. Col. Haning also serves in a dual capacity as the Air Force Medical Service Military Personnel Appropriation Administrator, managing a budget of 11,000 active duty operational support - active component man-days.
Col. Haning previously served as the as Interim Reserve Medical Forces Advisor, providing critical long-term MPA support for HAF / SG crisis and contingency management operations. This period included serving as Administrator for the HAF / SG Religious Resolution Team where he directed 5,842 Coronavirus 2019 vaccine appellate decisions, as well as Administrator for the COVID-19 Lab Testing Team established at the beginning of the pandemic in early 2020. Prior to his present assignment, Col. Haning served as IMA to the Medical Service Corps Career Field Manager, Office of the Command Surgeon, Headquarters Air Force Reserve Command, Robins Air Force Base, Ga. In this role, Col. Haning assisted the MSC CFM in oversight, management and execution of all MAJCOM level policy, training, financial management, information management, logistics, officer accessions and special projects.
Col. Haning previously served, from 2013-2016, as Chief for Air Force Reserve Medical Budget Policy and Planning, Pentagon, Arlington, Va., providing advisory support to the Chief of the Air Force Reserve on interpretation of Federal law, DoD, and Air Force policy related to medical operations and processes affecting 70,000 reservists, as well as served as Administrator at the 440th Medical Squadron, Pope Army Airfield, N.C. Col. Haning’s previous Active Component assignments included performing as Chief of Financial Operations at the Office of the Command Surgeon HQ ACC, Langley AFB Va., Business Operations and Beneficiary Services Flight Commander at the 43d Medical Group, Pope AFB, N.C.
As a civilian, Col. Haning formerly served as Program Manager and Principal Financial Consultant for Standard Technology Incorporated for more than 18 years. This included performing more than 200 healthcare financial consulting assessments for the Air Force, Army, and other agencies, identifying several millions in savings for clients. He provided consulting in matters related to healthcare administration, fiscal planning, funds control, business operations, and policy. As a recognized subject matter expert in this field, he was requested as a guest speaker for multiple DoD sponsored conferences including the Air Force Medical Resources Symposium, Northern Regional Medical Command Resource Management Conference, and HQ ACC / SG Resources Workshop.
Col. Haning has an M.S.A. in Healthcare Administration from Central Michigan University and a B.S. in Business Management from West Virginia University.
