Col. Scott D. Haning serves as the Individual Mobility Augmentee to the Deputy Director, Space Force Medical Operations Directorate, Headquarters Air Force Surgeon General, Defense Health Headquarters, Fall Church, Va. He leads aerospace medical operations, policy, and strategic programs supporting more than 9,000 Guardians. He also serves as the Air Force Medical Service Military Personnel Appropriation Administrator, managing an enterprise portfolio of 11,000 active duty Operational Support man-days to align manpower with mission priorities across the AFMS.
He previously served as the as Interim Reserve Medical Forces Advisor, providing long-term MPA support for HAF/SG crisis and contingency operations. During this period, he oversaw 5,842 COVID-2019 vaccine appellate decisions as Administrator for the COVID-19 Lab Testing Team. Prior roles include IMA to the Medical Service Corps Career Field Manager at HQ Air Force Reserve Command, where he supported policy, training, financial management, information management, logistics, officer accessions and special projects across the MAJCOMs.
From 2013-2016, Col. Haning served as Chief for Air Force Reserve Medical Budget Policy and Planning at the Pentagon advising on laws and policies affecting medical operations for more than 70,000 reservists. He also served as Administrator for the 440th Medical Squadron, providing leadership in readiness, personnel, and operations. Earlier Active Component assignments included serving as Chief of Financial Operations at HQ ACC and Flight Commander for Business Operations and Beneficiary Services at the 43d Medical Group.
In his civilian career, Col. Haning spent more than 18 years as a Program Manager and Principal Financial Consultant for Standard Technology Incorporated completing more than 200 healthcare financial assessments for DoD agencies and identifying millions in cost savings. As a recognized expert in military medical financial management, he has been invited to speak at multiple DoD conferences and resources management forums.
