Palomares

Introduction

This page contains information about the Palomares, Spain, and Thule Air Base, Greenland, nuclear accidents in 1966 and 1968, respectively. The information pertains to reports and documents about radiation exposure levels of those who responded to both accidents, along with assessment methodologies. Each section includes a summary of the information along with a link to that document.

Headquarters Air Force Safety Center: Topical Issues for Assessment of Dose to Palomares Accident

This report provides a topical review of issues pertinent to assessment of doses recommended for Palomares response personnel to support Veteran Administration health-based claims. The primary health conditions of concern for inhalation of insoluble plutonium is increased risk of cancer to the lung, liver, and bone. This is based on extensive animal exposure studies and epidemiological studies of former Soviet Union plutonium workers. (Revision 1)

Thule Nuclear Weapons Accident: Dose Evaluation Report, April 2001, Labat-Anderson, Inc.

This report reviews the accident details and radiation assessment efforts and results in Section 2; summarizes current methods and models previously evaluated for the Palomares accident and their application to this accident in Section 3; and reviews the radiation assessment data from 1968, its accuracy and usefulness for updating radiation doses in Section 4. Section 5 discusses preliminary intake and dose estimates based on the available data. Section 6 concludes with a summary of the data evaluation effort.

Palomares Nuclear Weapons Accident: Revised Dose Evaluation Report, April 2001, Labat-Anderson, Inc. (Appendix C redacted pursuant to Privacy Act/HIPAA)

This report provides the results of the efforts conducted under this Task Order and includes a review of the accident details and radiation assessment efforts and results in Section 2; and a summary of the environmental measurements and review of the radiation assessment data from 1966 through 1968, an evaluation of its accuracy and usefulness, and efforts to prepare the data for re-assessment of radiation doses in Section 3. Section 4 provides a summary of radiation effects and dosimetry methods. Section 5 discusses the methods and results of preparing estimates from environmental data. Section 6 summarizes the methods and results for preparing estimates from the urinary bioassay results. Section 7 discusses the results, assesses the implications of the results on health, and Section 8 concludes with a summary.

The attachment addresses the Air Force response to the recommendations of the 2001 Labat-Anderson Inc. revised dose evaluation report for the Palomares nuclear weapons accident.

Memorandum for Department of Veterans Affairs, Jackson, MS: Radiation Exposure Estimates for USAF Nuclear Weapon Accident Responders—Palomares, Spain

Following a comprehensive review of all data generated from 1966, this office has decided to formally standardize our response methodology for radiation dose inquiries involving Palomares participants.

Memorandum for Department of Veterans Affairs, Jackson, MS: Revised Response for Radiation Dose Information on Veteran (name redacted pursuant to Privacy Act/HIPAA)

This January 2014 memorandum to the Department of Veterans Affairs indicates that the Air Force will now provide a broad range of possible dose values using worst case estimates from both environmental sampling data and biomonitoring results.
