William Daily is the pharmacy benefits officer at the Defense Health agency. Mr. Daily advocates for TRICARE Pharmacy beneficiaries when using their TRICARE Pharmacy Benefit Plan.
Brian Smith has served as the program manager for all Reserve Component health plans, policies and benefit programs with the Defense Health Agency for more than three years. He has more than 22 years of experience with the Military Health System.
Mark Ellis is a senior health program analyst with the TRICARE Management Activity. He manages the Continued Health Care Benefit and TRICARE Young Adult programs, which offer premium-based health care coverage to former service members and their family members when they are no longer eligible for TRICARE benefits.
Elan Green has worked for TRICARE for nearly five years in the Medical Benefits & Reimbursement Office — first as a health care policy analyst, and then as a health care program specialist. Prior to TRICARE, she worked for the Government Accountability Office in the health care division.
Anne E. Breslin is a senior health program analyst in the Defense Health Agency, TRICARE Health Plan, formerly TRICARE Management Activity, (1998-Present). In that capacity Ms. Breslin serves as the TRICARE for Life program manager and liaison to the Centers for Medicare and Medicaid services.
COL James R. Honey has served as the TRICARE dental section chief of the Defense Health Agency since October 2015. Originally from Illinois, he entered active duty service in 1989 and has held a variety of clinical, staff and command assignments to include numerous dental clinic officer-in-charge assignments in Germany, the Republic of Korea and Sinai, Egypt.
Ms. Francine Forestell, Ms. Lennya Bonivento, and Mr. Calvin Keller are part of the DHA Communications Divisqion customer service team. They are all actively involved in the beneficiary education process. They work with the TRICARE Regional Office and TRICARE partners to answer beneficiary and provider questions.
