Colonel Mike Foutch is the Commander, 87th Medical Group, Joint Base McGuire-Dix-Lakehurst, New Jersey. He is responsible for leading the medical group and its four squadrons with nearly 400 military, civilian, and contractor personnel assigned. The medical group provides medical and dental care services for over 68,000 beneficiaries, including 17,000 enrollees, on the only Tri-Service Joint Base in the Department of Defense. The medical group manages a $36 million operating budget, a $43 million purchased care program, and a $14 million Medical War Reserve Materiel account. Colonel Foutch is also an advisor to the Air Force Expeditionary Center, 305th Air Mobility Wing, 621st Contingency Response Wing, and other Joint Base mission partner commanders for all medical issues. Prior to assuming this position, he served as the Director of the Medical Service Corps in the Office of the Air Force Surgeon General and completed Senior Developmental Education as an Air Force Fellow with the RAND Corporation in Santa Monica, California.

Col Foutch is a native of Pekin, Illinois and entered the United States Air Force upon graduation from the Air Force Academy in 1995. He received a Master of Arts degree in Organizational Management from The George Washington University in May of 2002. A board-certified Fellow in the American Academy of Medical Administrators, he has held a wide variety of positions in Medical Logistics, Resource Management, Contingency Planning, a Fellowship with The Department of Homeland Security (DHS), and four prior positions at Headquarters Air Force.

Mike was also deployed to the 332nd Expeditionary Medical Group at Joint Base Balad, Iraq, as the Medical Logistics Flight Commander, served as the 2nd Medical Support Squadron Commander/Administrator and the Deputy Group Commander for the 2nd Medical Group at Barksdale AFB. He is married to the former Miss Jennifer Southard of Springfield, Illinois and they have three children; JD, Jack, and Grace.
